World AIDS Day 2023 in Pakistan: Government and NGO Initiatives

The Caretaker Federal Minister for Health, Dr. Nadeem Jan, delivered a resolute message affirming the government’s commitment to eradicating the AIDS epidemic by 2030. Aligning with global HIV milestones, Dr. Jan emphasized the need to address healthcare and societal imbalances to ensure that no one is marginalized or left behind in the pursuit of a HIV/AIDS-free country.
Collaboration and Community Leadership
The Ministry of National Health Services, Regulations and Coordination collaborated with the Common Management Unit (CMU) for AIDS, TB, and Malaria, the UN family, the Association of People Living with HIV (APLHIV), and other community partners.
The global theme for World AIDS Day 2023, “Let Communities Lead,” became the focal point of discussions. Iftikhar Ali Shallwani, the Federal Secretary of the Ministry, stressed the pivotal role communities must play in the fight against HIV/AIDS. He called for collective efforts to provide person-centered public health services, build trust, innovate, monitor policy implementation, and hold providers accountable.
Challenges Acknowledged by UN Representatives
Julien Harneis, the Resident Coordinator of the United Nations in Pakistan, acknowledged the persistent challenge of rising HIV infections in the country despite government and partner efforts. Harneis underscored the importance of listening to marginalized communities and providing them with essential support to effectively combat the disease.
NGO and Community Empowerment
Dr. Razia Kaniz Fatima, National Coordination for Coordination Management Unit, AIDS, TB, and Malaria, stressed the need to empower and trust communities. She highlighted the role of communities in designing, implementing, and evaluating programs tailored to the unique needs of their members. This approach ensures a more comprehensive and targeted response to the HIV/AIDS epidemic.
Panel Discussion
A panel discussion featuring representatives from UN partners, government officials, donors, and a law enforcement specialist added depth to the event. Dr. Samuel Rizk, Resident Representative of UNDP in Pakistan, Dr. Luay Shabaneh, Representative UNFPA Pakistan, and other distinguished panelists shared insights into the challenges and strategies involved in combatting HIV/AIDS in Pakistan.
Future Directions
The event concluded with participants visiting Community Informational Booths set up by communities and partners. These booths, comprised of educational and community outreach materials, served as a reminder of the ongoing efforts to raise awareness, reduce stigma, and empower communities to lead the fight against HIV/AIDS.
In Punjab, the AIDS Control Programme offers critical assistance, providing free monthly medicines to 21,690 HIV-positive individuals. This proactive initiative extends beyond treatment, emphasizing prevention and community engagement.
Noteworthy achievements include over 700 HIV-negative childbirths, showcasing a comprehensive approach. Through strategic collaborations, media outreach, and targeted healthcare efforts, Punjab’s commitment to AIDS care is evident, ensuring comprehensive support for affected individuals with a strong focus on preventive measures.
In Sindh, Pakistan, the prevailing situation grapples with an atypical HIV epidemic, notably witnessed in the 2019 outbreak in Larkana and Ratodero. Distinct from conventional patterns, the crisis extends beyond sexual transmission, prompting an exploration into its roots and identification of high-risk groups.
